As it aims to identify civil society organizations in general, and Saudi civil society in particular, and to expose in some detail the limits of administrative control to one of the most important and most widespread organizations which are civil societies, and the implications of that relationship for the opportunity to achieve sustainable development in Saudi Arabia. The study concluded to many results among of which: 1.The interest of the state - may Allah support it - in the non-profit sector and its commitment to its development and enactment of laws that limit the expansion of its development impact. 2.Associations and private institutions are subject to administrative control by the Ministry of Labor and Social Development and technical supervision by government agencies to which the organization's activity falls within its competence. It also proposed many recommendations among of which are: 1.Establishing an independent supreme body to serve as an umbrella for all civil society organizations in Saudi Arabia, and to unify administrative, financial and technical oversight in one entity. 2.Establishing an administrative body that works as a link between the volunteers and those wishing to cooperate with them, which will contribute to advancing the volunteer work. 3.To facilitate the foundation of national association’ procedures
