The spread of squatter areas is considered as a problem on a global scale, as they occupy considerable sections within the urban structure especially in developing countries. Although they appear to pose an urban problem, squatter areas appear can be considered as a result of social, economic, and political factors. In regards to the Kingdom of Saudi Arabia, and despite the massive development programs especially in the major cities, squatter areas have emerged and enlarged due to the absence of essential schemes relating to urban development. In fact, square areas do not stand as a problem that can be solved by means of structural modifications, but it has to considered within social, economic, environmental, and urban frameworks. Therefore, and in order to study such a problem, the following questions were formulated. First, what urban development strategies that are mostly applied for urban sustaining in squatter areas around the world ? What is the possibility for developing squatter areas based on activated government role, community participation, and social responsibility, all that based on employing the positive aspects as well as the human resources of these areas ?. This study has primarily aimed at appropriately designed recommendations to develop squatter areas in the current study areas, basically by employing whatever positive aspects found in such areas, participation of their residents, social responsibility, all that under an activated governmental efforts leading to such a target. Indeed, the study has been primarily based on two hypotheses which were aimed at answering the two questions previously stated. The first hypothesis is related to the fact that government initiatives and active community participation aid in developing squatter areas and promoting urban sustainability in these areas. The second hypothesis is that the role of official entities can be confined to a complete infrastructure and public works as well as land-use modification criteria. The study has adopted a descriptive, analytical approach, in addition to the actual applied study of the study area including; reconnaissance and documentation, analysis and evaluation, and formulation the proposed development program of the study area. Among the results of this study is that about 75% of the residents (Saudis and expatriates) preferred that staying in the study area given that it be developed. In addition, 89% of those residents revealed their willingness to participate and part take in all efforts aimed at the development and promotion of that area. Finally, the study has concluded with two proposed development and promotion programs for the study area including; urban development program , service-promotion program, as well as a set of strategies that are aimed at achieving these two programs. |
