:
Study problem represents in the exposure of Jeddah on Wednesday morning corresponding to 25TH November 2009 to a tragic natural disaster leaving behind many of the human and material losses in lives and property. This study aims at statement of the work steps and mechanism of the current civil defense during this disaster to provide a suggested mechanism to improve the work of the department in the Kingdom of Saudi Arabia. The researcher adopted a descriptive analytical approach during this study starting of being one of the civil defense workers who lived through the events of this natural disaster. The study has come to a number of findings, the most important was the failure of the readiness stage of the government authorities to face such disaster. As well as the lack of modern and integrated databases to the potential of all concerned of the management of the event. Of the most important findings was the statement of the limited power of the representatives of government authorities in the center of emergency operations in the department of civil defense, and lack of knowledge to the responsibilities of their authorities in the management of the disaster, and the extent of the facilities available to them for that and the lack of coordination among the authorities concerned by the disaster as well as the failure of analysis stage of the risks that have been mentioned in the plan of implementing measures of civil defense to the cases of rain and flood in Jeddah and not follow any scientific methodology when preparing. At the end of this study, the researcher provided his recommendations of the proposed mechanism which he considers that working by it will avoid the deficiencies and negatives that accompanied the disaster management by all parties concerned of the state, where he stated that this mechanism is based on a number of basic rules containing the independent centers of scientific research in the local universities prepare local detailed map to the whole Kingdom which describes accurately the potential risks. In addition to providing the necessary recommendations regarding minimizing of the impact of those risks when they occur, by correcting situation that is the human element one of their causes, also of these rules the abolition of subcommittees of the civil defense in governorates and cities, and to be limited to the main committees of civil defense in regions and to change the name of these committees to the Authority of Emergency and Disaster Management in the administrative region A and link it to a higher emergency and disaster management at the state level that will be a substitute for the Civil Defense Council and carry out its functions. Hence, the researcher explained the work steps by this mechanism according to an administrative sequence that ensures quality of organization and good coordination and ensure the safety and success of performance.
